Quad-A Offers Scholarships
The Army Aviation Association of America, or "Quad A," was organized 50 years ago to support U.S. Army aviation Soldiers and their families. The group's AAAA Scholarship Foundation, Inc. furthers that purpose by offering financial assistance for educational pursuits. Some 1,788 qualified applicants have received more than $3 million in scholarships and interest-free loans since the program began in 1963. Only members of the Army Aviation Association of America and their families are eligible to apply. Semper Fit Seeks Applications for Chess Team

Total Force G.I. Bill Introduced to Legislation
U.S. Senators last week introduced legislation that seeks to make adequate and equitable benefits for the Guard and Reserve components of our Armed Forces. The "Total Force G.I. Bill" aims to better reflect a comprehensive "total force" concept that ensures members of the Selected Reserve receive educational benefits that match their increased service to the nation. This Total Force G.I. Bill will: 1. consolidate the Active Duty and Selected Reserve MGIB programs under one authority. 2. Ensure that Selected Reserve MGIB benefits would rise in proportionality with active-duty MGIB rate increases. 3. Provide a 10-year portability for Reserve Educational Assistance Program (REAP) benefits. 4. Provide an accruable month per month active-duty rate for mobilized members of the Selected Reserve. The Naval Postgraduate School (NPS) is offering a Master of Systems Analysis (MSA) degree program, which is designed to prepare students to apply critical thinking and analytical skills to support key decision-making. The MSA program is targeted toward Navy unrestricted line officers, but is open to other qualified officers and federal government civilians on an availability basis. This is a distributed learning program with students from across the United States participating. Bonuses Announced for Navy Intelligence
The Navy has announced new bonus programs for incoming Sailors who join the Reserves as an intelligence specialist (IS). Eligible Sailors can earn sign-up bonuses, while officer candidates can earn a salary and get money for college while in school. Bonuses now top $20,000 for a nonprior service recruit or Navy veteran who signs a six-year contract as an intelligence specialist 2nd or 3rd class. Reenlistment bonuses equal $15,000 for six years and $7,500 for three years. Navy veterans leaving active duty get two years deferment before they are eligible for deployment and may be entitled to bonuses when they join the Reserves. POW Benefits Act Introduced

H.R. 1197 establishes presumptions for disability compensation for several diseases, including Type II Diabetes and Osteoporosis. This will allow former POWs to claim these disabilities as service-connected and qualify them for disability compensation. Additionally, this legislation establishes a system by which the Department of Veterans' Affairs (VA) can determine future presumption conditions for former POWs. Under H.R. 1197, the VA Secretary would have to review the recommendations of the Advisory Committee on Former Prisoners of War and all other sound medical and scientific information and analysis available to him when making these determinations. Senate Hearings on Injured Servicemember Care
The Senate Armed Services Committee is scheduling hearings next month in response to recent stories regarding injured service members receiving substandard care, inadequate housing, and administrative delays due to excessive government "red-tape" at Walter Reed Army Medical Center. Also many on Capitol Hill have expressed concern about a lack of psychological counseling for patients and their families. At issue is the need for adequate mandatory funding for Department of Defense (DOD) and Department of Veterans Affairs (VA) health care for veterans, servicemembers, reservists, military retirees and their families.

Separating Marines Eligible for New Program
The Marine Civilian Development Program (MCDP) is a new program intended to help transitioning Marines -- officer and enlisted, active duty and reserve -- develop effective private sector skill sets using the foundation built during their service in the Marine Corps. Interested Marines should sign up for the program as soon as they have made the decision to leave the Marine Corps to allow enough time to process the application -- ideally 3-6 months prior to End of Active Service/End of Obligated Service. New Reporting Requirements for Individual Ready Reserves
Individual Ready Reserve (IRR) Sailors have new reporting requirements that call for an annual muster and verification of civilian employment information (CEI). By law, IRR members can be ordered to muster without consent and be required to perform a minimum of two hours of duty during that muster. The new rules also specify that IRR members must also report to the Navy about their civilian employment. Required entries include the member's employment status, employer's name, employer's mailing address, employee's work title, and the total years experience in that occupation.
Marines, Spouses Asked to Evaluate Programs
Headquarters Marine Corps is conducting a brief online survey to help Marine Corps leadership better understand and assess the deployment readiness of Marines and their families during irregular wartime operations. The online survey is open to married Marines and spouses and will gather feedback on the effectiveness, quality, and satisfaction with the Key Volunteer Network program, the Lifestyles Insights, Networking, Knowledge and Skills (L.I.N.K.S.) program, and the Spouses' Learning Series workshops. New Teacher Legislation in California
A new law that streamlines the process of acquiring teaching credentials has taken effect in California in an attempt to eliminate some of the hoops out-of-state teachers have to jump through to become certified in California. This means those military spouses working as educators in other states, but who then receive orders to relocate to installations within California, will not be forced to requalify by taking the State-standard basic skills exam. Out-of-state prepared teachers will be issued a five-year preliminary multiple subject, single subject or education specialist teaching credential after meeting several requirements. Army War College Seeks Marine Officers
The United States Army War College is soliciting regular/active reserve Marine Corps Officers for participation in the U.S. Army War College Distance Education Course (USAWCDEC). Blue Star Mothers Support Troops
Some homes display a unique flag that signifies a family's support of a son's or daughter's service in the military. Those banners represent an old tradition and are part of Blue Star Mothers of America Inc., a patriotic organization that traces its roots back to World War I, when mothers displayed flags decorated with stars signifying the number of offspring serving in the military. Blue Star Mothers chapters routinely send care packages, including cakes and cookies, to support U.S. troops deployed to Iraq and Afghanistan as part of the war against terrorism. Keylogging is a Clear-Cut Danger
A small but insidious program hidden within a computer's files or memory or tucked away inside an add-on device can tell the world everything you are doing on your computer. This program, called a keylogger, records every keystroke the computer user makes. The data obtained by keylogging could make its way to an identity thief or end up in an enemy's computer. Soldiers, family members and Department of the Army civilian employees can download free commercial antivirus and firewall software from (http://www.army.mil/ako/) AKO that will protect their home computers.
Protecting Your Computer, Data
The Defense Finance and Accounting Service (DFAS) suggests there are several things customers should consider to protect data not only when using myPay, but any electronic commerce activity (e.g. on-line banking, credit card purchases, etc.): (1) Install operating system and application software (e.g. Internet Explorer) updates regularly. Many of these updates are issued to fix security problems that have been identified; (2) Install and use anti-virus software and personal firewalls, and keep this software updated; (3) Do not store your various User-IDs and passwords in files on your computer; (4) Do not e-mail personal or financial information; (7) Remember that DFAS does not send e-mail messages asking customers to update or validate information.

TRiPS Assesses Travel Risk
A tool used by Soldiers to assess the risk of driving their privately owned vehicles on trips will become the same tool used by Airman, Sailors, Marines and Coast Guardsmen beginning next month. Known to Soldiers as ASMIS-2, the tool will now be TRiPS, or Travel Risk Planning System. While most elements of ASMIS-2 remain the same, one of the new features allows supervisors to view the TRiPS activity of their subordinates two levels down. Army personnel can expect to notice the name change of ASMIS-2 to TRiPS on the (https://crc.army.mil/home/) U.S. Army Combat Readiness Center's website this March.

Online Tool Shows Water Purification Requirements
Clean water is critical to military operations with the typical deployed soldier using 15 to 20 gallons of water a day. The Army Center for Health Promotion and Preventive Medicine has posted an online decision tool units can use to select the best water purification system for their exact circumstances. The new decision tool has proven to be popular among military members trying to sift through the myriad commercial pitches by water-purification companies. Civilian outdoorsmen are also accessing the site.
Program Helps Spouses Become Teachers
Stars and Stripes reports that the Defense Department's "Spouses to Teachers" program is designed to assist spouses of active duty and reserve military members to become public school teachers. The program provides counseling and guidance on state-specific certification requirements, certification options, scholarships available and state employment resources. Up to $600 is also available through a voucher process to reimburse the costs of testing fees associated with teacher certification and licensure. New Reporting Requirements for Individual Ready Reserves
Individual Ready Reserve (IRR) Sailors have new reporting requirements that call for an annual muster and verification of civilian employment information (CEI). By law, IRR members can be ordered to muster without consent and be required to perform a minimum of two hours of duty during that muster. The new rules also specify that IRR members must also report to the Navy about their civilian employment. Required entries include the member's employment status, employer's name, employer's mailing address, employee's work title, and the total years experience in that occupation.
Marines, Spouses Asked to Evaluate Programs
Headquarters Marine Corps is conducting a brief online survey to help Marine Corps leadership better understand and assess the deployment readiness of Marines and their families during irregular wartime operations. The online survey is open to married Marines and spouses and will gather feedback on the effectiveness, quality, and satisfaction with the Key Volunteer Network program, the Lifestyles Insights, Networking, Knowledge and Skills (L.I.N.K.S.) program, and the Spouses' Learning Series workshops. The survey is available at (http://www.usmc-mccs.org/surveys) www.usmc-mccs.org/surveys until April 1, 2007, and consists of multiple-choice questions, which takes about 10 minutes to complete.

New Teacher Legislation in California
A new law that streamlines the process of acquiring teaching credentials has taken effect in California in an attempt to eliminate some of the hoops out-of-state teachers have to jump through to become certified in California. This means those military spouses working as educators in other states, but who then receive orders to relocate to installations within California, will not be forced to requalify by taking the State-standard basic skills exam. Out-of-state prepared teachers will be issued a five-year preliminary multiple subject, single subject or education specialist teaching credential after meeting several requirements. Army War College Seeks Marine Officers
The United States Army War College is soliciting regular/active reserve Marine Corps Officers for participation in the U.S. Army War College Distance Education Course (USAWCDEC). Blue Star Mothers Support Troops
Some homes display a unique flag that signifies a family's support of a son's or daughter's service in the military. Those banners represent an old tradition and are part of Blue Star Mothers of America Inc., a patriotic organization that traces its roots back to World War I, when mothers displayed flags decorated with stars signifying the number of offspring serving in the military. Blue Star Mothers chapters routinely send care packages, including cakes and cookies, to support U.S. troops deployed to Iraq and Afghanistan as part of the war against terrorism. Keylogging is a Clear-Cut Danger
A small but insidious program hidden within a computer's files or memory or tucked away inside an add-on device can tell the world everything you are doing on your computer. This program, called a keylogger, records every keystroke the computer user makes. The data obtained by keylogging could make its way to an identity thief or end up in an enemy's computer. Soldiers, family members and Department of the Army civilian employees can download free commercial antivirus and firewall software from (http://www.army.mil/ako/) AKO that will protect their home computers.
Protecting Your Computer, Data
The Defense Finance and Accounting Service (DFAS) suggests there are several things customers should consider to protect data not only when using myPay, but any electronic commerce activity (e.g. on-line banking, credit card purchases, etc.): (1) Install operating system and application software (e.g. Internet Explorer) updates regularly. Many of these updates are issued to fix security problems that have been identified; (2) Install and use anti-virus software and personal firewalls, and keep this software updated; (3) Do not store your various User-IDs and passwords in files on your computer; (4) Do not e-mail personal or financial information; (7) Remember that DFAS does not send e-mail messages asking customers to update or validate information.

TRiPS Assesses Travel Risk
A tool used by Soldiers to assess the risk of driving their privately owned vehicles on trips will become the same tool used by Airman, Sailors, Marines and Coast Guardsmen beginning next month. Known to Soldiers as ASMIS-2, the tool will now be TRiPS, or Travel Risk Planning System. While most elements of ASMIS-2 remain the same, one of the new features allows supervisors to view the TRiPS activity of their subordinates two levels down. Army personnel can expect to notice the name change of ASMIS-2 to TRiPS on the (https://crc.army.mil/home/) U.S. Army Combat Readiness Center's website this March.

Online Tool Shows Water Purification Requirements
Clean water is critical to military operations with the typical deployed soldier using 15 to 20 gallons of water a day. The Army Center for Health Promotion and Preventive Medicine has posted an online decision tool units can use to select the best water purification system for their exact circumstances. The new decision tool has proven to be popular among military members trying to sift through the myriad commercial pitches by water-purification companies. Civilian outdoorsmen are also accessing the site.
Program Helps Spouses Become Teachers
Stars and Stripes reports that the Defense Department's "Spouses to Teachers" program is designed to assist spouses of active duty and reserve military members to become public school teachers. The program provides counseling and guidance on state-specific certification requirements, certification options, scholarships available and state employment resources. Up to $600 is also available through a voucher process to reimburse the costs of testing fees associated with teacher certification and licensure. Sailors Sought for Spirit of Service Award
For the seventh consecutive year, the American Legion will present the Spirit of Service award to an enlisted member of the Army, Navy, Air Force, Marine Corps and Coast Guard during a presentation in August.
