Air Force Seeks to Expand Mentoring Program
The Air Force Cadet Officer Mentor Action Program (AFCOMAP) has mentored young Air Force officers and cadets for nearly two decades. Currently, there are 12 active chapters. Officials at Headquarters Air Force Materiel Command (AFMC) say they would like to see more AFMC bases initiate chapters. Membership consists mainly of Air Force active duty and retired officers and officer candidates. However, civilians, enlisted personnel and officers from other branches of service are all welcome. DoD Fights Online Information War
Stars and Stripes reports that the Department of Defense is fighting the information war on the World Wide Web through two U.S. European Command (EUCOM)-sponsored websites, its (http://www.magharebia.com/) Magharebia website and its (http://www.setimes.com/) Southeast European website. The websites target audiences in two contentious regions, northern Africa and southeastern Europe. The Magharebia site targets northern Africa and is translated into Arabic, French and English. The Southeast Europe Times site was launched in 1999 to counter anti-NATO propaganda in the former Yugoslavia. EUCOM is weighing the cost-effectiveness of forming similar websites for different parts of the African continent.

New Jobs Initiative for Guard, Reserve
A new transition assistance program (TAP) resource called TurboTAP has launched to help members of the National Guard and Reserve, as well as veterans find jobs. Through TurboTAP National Guard and Reserve personnel will be able to access employment information, build a resume on-line, do a job search, and contact their local One-Stop Career Center for employment assistance. Ground Beef Recalled
A California firm, United Food Group LLC, recalled some of its ground beef products for possible E. coli contamination. The labels of the products recalled bear the establishment number "EST. 1241" inside the USDA mark of inspection or printed on the package. DeCA health and safety officials have determined that the recalled products are no stocked on commissary shelves, but they advise consumers to check their freezers for the recalled products, which they might have purchased earlier either at a commissary or from another source. Air Force Challenges College Concept
Historically, Air Force supervisors have required Airmen to finish their job specialty training before going on to take classes or obtain college credit through standardized tests. The Air Force is now challenging that tradition. Chief Master Sergeant of the Air Force (CMSAF) Rod McKinley encourages Airmen to quickly pursue associate degrees through the Community College of the Air Force. This guidance comes in response to a report from the air force personnel center citing it takes an average of 10 years for Airmen to complete their CCA, a number the chief said he wants to reduce to about four years. Navy E-Learning Afloat Achieves Milestones
The Navy's e-Learning Afloat (NEL Afloat) program recently reached two milestones. Averaging 220 course completions per day since the capability was deployed, NEL Afloat surpassed 100,000 total course completions in early June 2007. Also, ships reported 22,775 course completions during May, the highest monthly total of completions reported to date. NEL Afloat began in April 2006 as a method to provide Sailors on board ships and submarines with online courses similar to those available through the Navy e-Learning platform ashore. Naval Post Graduate School Distance Learning Programs are 12- to 24-month, part-time programs for mid- to senior-grade military officers and DoD civilians. Graduate certificates are also available to qualified enlisted personnel when such certificates are required for the performance of their duties. New Bonuses for Marine Re-enlistment
Effective through fiscal year 2008, Marines who re-enlist on or after June 24, 2007, may be eligible for flat rate incentives ranging from $10,000 to $80,000 cap, depending a military occupational specialty, grade, and time in service. The flat-rate bonuses are authorized based on a Marine's grade on the date of re-enlistment. In addition, Marines ranking sergeant and below currently serving in the operational forces who agree to remain with a deployable unit for at least 12 additional months will be authorized another $6,000. Also, the $10,000 end strength incentive remains in effect until Sept. 30, 2007. Marines re-enlisting between June 24 and Sept. 30 must choose between the $10,000 or the flat-rate bonus.

Program Keeps Families Driving
Havoline with Deposit Shield motor oil brand is partnering with Operation Homefront to launch a national program called Operation Havoline Star, which will provide 1,000 free conventional oil changes, including lube and filter, at participating Texaco Xpress Lube locations. Eligible military families can receive one gift certificate for one free oil change redeemable at participating Texaco Xpress Lube locations across the country through Dec. 31, 2007. Uniform Officials Warn Airmen
Commercial manufacturers have begun to advertise sale of the new Airman Battle Uniform at various online websites. Air Force officials warn Airmen these uniforms are not the authorized items provided by the Air Force's official source and may not meet the service's stringent specifications, potentially sacrificing the safety and quality. The new uniforms are scheduled to be available for purchase at Army and Air Force Exchanges Service (AAFES) locations in October 2007. The ABU is being issued to Airmen scheduled to deploy and those already in deployed locations. The mandatory wear date is in 2011.
Airmen Can Earn Bachelor's Degrees
Airmen can now apply their Community College of the Air Force credits toward a bachelor's degree from a variety of universities and colleges by participating in the new Air University Associate-to-Baccalaureate Cooperative program (AU-ABC). Registrants must be active duty Air Force, Air Force Reserve or Air National Guard. Students use their Common Access Cards for identification and go to the (https://www.my.af.mil/faf/FAF/fafHome.jsp) Air Force Portal to access the Air Force Virtual Education Center (AFVEC), which links a prospective student to the AU-ABC. Army Reenlistment Bonuses Available
Soldiers who act before July 6 can take advantage of the new Army Enhanced Selective Reenlistment Bonus Program that pays a maximum bonus up to $33,500. The Enhanced SRB applies to: (1) Soldiers with a contractual ETS date prior to Oct. 1; (2) Soldiers with a contractual ETS date between Oct. 1 and Sept. 30, 2008, who possess a "critical skill" military occupational specialty; and (3) Soldiers assigned to a military transition team or a unit that is deploying to Afghanistan, Iraq, or Kuwait and possessing a critical skill. Air Force Announces Promotion Rates
The Air Force recently selected 6,002 of 24,115 eligible technical sergeants for promotion to master sergeant, and 7,314 of 39,797 eligible staff sergeants for promotion to technical sergeant. "The promotion quota was significantly higher this year, which directly relates to the increased promotion percentage," said Chief Master Sgt. Rusty Nicholson, enlisted promotion branch chief at the Air Force Personnel Center (AFPC). "A smaller eligibility pool, coupled with increased promotion quota allows the opportunity to promote more enlisted Airmen." 4th of July Celebration on the USS Hornet
Celebrate this exciting patriotic holiday on a ship that affected the course of history. The USS Hornet Museum in Alameda hosts its annual Independence Day Party on July 4 from 10:00am to 9:30pm. Behavioral Health Clinic Opens in New York
A new behavioral health clinic called "Mountain Community TRICARE Behavioral Health Clinic" has opened in Fort Drum, NY. The clinic, located on the Fort Drum base, offers behavioral health care services addressing stress, anxiety, grief, and marital issues, as well as other services for family members of active-duty servicemembers. This clinic is specifically targeted to the Fort Drum community's non-active duty TRICARE beneficiaries; whereas, the active-duty servicemembers will be directed to seek care from the Fort Drum MEDDAC (U.S. Army Medical Department Activity) Behavioral Health Services.

Changes Coming for Air Force Uniform
The Air Force uniform board is working to resolve Airmen's issues with the Air Force physical training uniform. The board received nearly 500 inputs from Airmen including suggestions on ways to improve the uniform, and some of those changes are in the works. One of the biggest issues is the lining in the shorts. Another issue Airmen addressed was the weight of the PT running suit. The Air Force Clothing Office is making changes to these items. The board has also decided to introduce other optional PT uniform items within a year, including shorts geared for long-distance runners, a long-sleeve T-shirt, medium-weight sweatshirt and fleece vest with a zipper.
Navy Exchanges Offer New Service
Navy and Marine uniforms that require embroidered items can now be purchased with those items already sewn on through the Navy Exchange's Uniform Support Center. The initiative provides Sailors and Marines with the option to order uniforms ready-to-wear with nametapes, warfare, collar devices and rating badges already sewn on. Uniform items requiring embroidery will be processed and shipped within 48 hours of being ordered. Regular shipping is free, with delivery taking 10-14 days in the United States. Sock Monkey Ministries
Sock Monkey Ministries, Inc. lets servicemembers know they are not forgotten with handmade sock monkeys. A card accompanying the monkey explains its purpose and encourages servicemembers to pass it on to a child who could use a lift. To date, 1,500 volunteers have made 5,200 sock monkeys. The morale-boosting primates have been sent to civilians and servicemembers alike around the world. In a tribute to the families of the fallen, Sock Monkey Ministries also makes what it calls the "Fallen Hero" sock monkey, which carries a special note that offers appreciation and gratitude for the family's sacrifice. DoD Receives Task Force Results
Secretary of Defense Robert Gates recently received the Department of Defense Task Force on Mental Health's results and forwarded them to the Congress. The department will have six months to develop and implement a corrective action plan. Significant findings include: (1) mental health care stigma remains pervasive and is a significant barrier to care; (2) mental health professionals are not sufficiently accessible to servicemembers and their families; (3) the military system does not have enough resources, funding or personnel to adequately support the psychological health of servicemembers and their families. Air Force Marathon Coming in September
The eleventh annual United States Air Force Marathon will take place on Sept. 15, 2007, at Wright-Patterson Air Force Base in Dayton, Ohio. One change to the marathon this year is the date and location of the five-kilometer race, will take place on the evening of Sept. 14. Air Force Authorizes New Medals
Airmen who served in a NATO unit for 30 continuous or accumulated days (or were wounded and evacuated) and were listed on a Combined Joint Statement of Requirements may be awarded either the NATO medal for Operation Eagle Assist, Operation Active Endeavor, International Security Assistance Force in Afghanistan or the Balkans. To update their medals in the Personnel Data System, Airmen must provide a source document, such as a certificate signed by the NATO secretary general, to their command support staff personnel. Specific eligibility and approval requirements are available by contacting base military or civilian personnel flights.
Air and Space Expeditionary Force Center Moves
The Air and Space Expeditionary Force Center will move personnel to the Air Force Personnel Center at Randolph Air Force Base, Texas. The AEF Center became a direct reporting unit of AFPC on Aug. 4, 2006. The move will take place over a period of 18 months and is expected to be complete by September 2008. Combining the AEF Center and AFPC synergized and focused operations by bringing together permanent authorizations, wartime requirements and assignments under a single commander. The new construct allows the Personnel Center to ensure war-fighting commanders in the field and combatant commander have the right Airmen at the right place at the right time.

Naval Post Graduate School Distance Learning Programs are 12- to 24-month, part-time programs for mid- to senior-grade military officers and DoD civilians. Graduate certificates are also available to qualified enlisted personnel when such certificates are required for the performance of their duties. New Bonuses for Marine Re-enlistment
Effective through fiscal year 2008, Marines who re-enlist on or after June 24, 2007, may be eligible for flat rate incentives ranging from $10,000 to $80,000 cap, depending a military occupational specialty, grade, and time in service. The flat-rate bonuses are authorized based on a Marine's grade on the date of re-enlistment. In addition, Marines ranking sergeant and below currently serving in the operational forces who agree to remain with a deployable unit for at least 12 additional months will be authorized another $6,000. Also, the $10,000 end strength incentive remains in effect until Sept. 30, 2007. Marines re-enlisting between June 24 and Sept. 30 must choose between the $10,000 or the flat-rate bonus.

Program Keeps Families Driving
Havoline with Deposit Shield motor oil brand is partnering with Operation Homefront to launch a national program called Operation Havoline Star, which will provide 1,000 free conventional oil changes, including lube and filter, at participating Texaco Xpress Lube locations. Eligible military families can receive one gift certificate for one free oil change redeemable at participating Texaco Xpress Lube locations across the country through Dec. 31, 2007. Military dependants with an active-duty servicemember currently deployed overseas are eligible for the program and can apply through one of Operation Homefront's 31 local chapters or on the (http://www.operationhomefront.net/) Operation Homefront website.

Uniform Officials Warn Airmen
Commercial manufacturers have begun to advertise sale of the new Airman Battle Uniform at various online websites. Air Force officials warn Airmen these uniforms are not the authorized items provided by the Air Force's official source and may not meet the service's stringent specifications, potentially sacrificing the safety and quality. The new uniforms are scheduled to be available for purchase at Army and Air Force Exchanges Service (AAFES) locations in October 2007. The ABU is being issued to Airmen scheduled to deploy and those already in deployed locations. The mandatory wear date is in 2011.
Airmen Can Earn Bachelor's Degrees
Airmen can now apply their Community College of the Air Force credits toward a bachelor's degree from a variety of universities and colleges by participating in the new Air University Associate-to-Baccalaureate Cooperative program (AU-ABC). Registrants must be active duty Air Force, Air Force Reserve or Air National Guard. Students use their Common Access Cards for identification and go to the (https://www.my.af.mil/faf/FAF/fafHome.jsp) Air Force Portal to access the Air Force Virtual Education Center (AFVEC), which links a prospective student to the AU-ABC. Army Reenlistment Bonuses Available
Soldiers who act before July 6 can take advantage of the new Army Enhanced Selective Reenlistment Bonus Program that pays a maximum bonus up to $33,500. The Enhanced SRB applies to: (1) Soldiers with a contractual ETS date prior to Oct. 1; (2) Soldiers with a contractual ETS date between Oct. 1 and Sept. 30, 2008, who possess a "critical skill" military occupational specialty; and (3) Soldiers assigned to a military transition team or a unit that is deploying to Afghanistan, Iraq, or Kuwait and possessing a critical skill. Air Force Announces Promotion Rates
The Air Force recently selected 6,002 of 24,115 eligible technical sergeants for promotion to master sergeant, and 7,314 of 39,797 eligible staff sergeants for promotion to technical sergeant. "The promotion quota was significantly higher this year, which directly relates to the increased promotion percentage," said Chief Master Sgt. Rusty Nicholson, enlisted promotion branch chief at the Air Force Personnel Center (AFPC). "A smaller eligibility pool, coupled with increased promotion quota allows the opportunity to promote more enlisted Airmen." Free SAT-ACT Software for Military Families

4th of July Celebration on the USS Hornet
Celebrate this exciting patriotic holiday on a ship that affected the course of history. The USS Hornet Museum in Alameda hosts its annual Independence Day Party on July 4 from 10:00am to 9:30pm. The family event features live music on the flight deck, interactive games for all ages, and a bounce house for kids. Tours of the famous aircraft carrier will be available throughout the day. Air Force Encourages Survey Participation
To promote candid feedback from workers on topics ranging from work environment to available counseling resources on Air Force bases, the Air Force Materiel Command (AFMC) is offering an updated Wingman Wellness Survey online through June 29. Active-duty members, Reservists, and civilians within AFMC are eligible to take the survey. For most people, the survey will take no more than 10 minutes to complete and their inputs are anonymous.
Behavioral Health Clinic Opens in New York
A new behavioral health clinic called "Mountain Community TRICARE Behavioral Health Clinic" has opened in Fort Drum, NY. The clinic, located on the Fort Drum base, offers behavioral health care services addressing stress, anxiety, grief, and marital issues, as well as other services for family members of active-duty servicemembers. This clinic is specifically targeted to the Fort Drum community's non-active duty TRICARE beneficiaries; whereas, the active-duty servicemembers will be directed to seek care from the Fort Drum MEDDAC (U.S. Army Medical Department Activity) Behavioral Health Services.

Changes Coming for Air Force Uniform
The Air Force uniform board is working to resolve Airmen's issues with the Air Force physical training uniform. The board received nearly 500 inputs from Airmen including suggestions on ways to improve the uniform, and some of those changes are in the works. One of the biggest issues is the lining in the shorts. Another issue Airmen addressed was the weight of the PT running suit. The Air Force Clothing Office is making changes to these items. The board has also decided to introduce other optional PT uniform items within a year, including shorts geared for long-distance runners, a long-sleeve T-shirt, medium-weight sweatshirt and fleece vest with a zipper.
Navy Exchanges Offer New Service
Navy and Marine uniforms that require embroidered items can now be purchased with those items already sewn on through the Navy Exchange's Uniform Support Center. The initiative provides Sailors and Marines with the option to order uniforms ready-to-wear with nametapes, warfare, collar devices and rating badges already sewn on. Uniform items requiring embroidery will be processed and shipped within 48 hours of being ordered. Regular shipping is free, with delivery taking 10-14 days in the United States. Sock Monkey Ministries
Sock Monkey Ministries, Inc. lets servicemembers know they are not forgotten with handmade sock monkeys. A card accompanying the monkey explains its purpose and encourages servicemembers to pass it on to a child who could use a lift. To date, 1,500 volunteers have made 5,200 sock monkeys. The morale-boosting primates have been sent to civilians and servicemembers alike around the world. In a tribute to the families of the fallen, Sock Monkey Ministries also makes what it calls the "Fallen Hero" sock monkey, which carries a special note that offers appreciation and gratitude for the family's sacrifice. DoD Receives Task Force Results
Secretary of Defense Robert Gates recently received the Department of Defense Task Force on Mental Health's results and forwarded them to the Congress. The department will have six months to develop and implement a corrective action plan. Significant findings include: (1) mental health care stigma remains pervasive and is a significant barrier to care; (2) mental health professionals are not sufficiently accessible to servicemembers and their families; (3) the military system does not have enough resources, funding or personnel to adequately support the psychological health of servicemembers and their families. Air Force Marathon Coming in September
The eleventh annual United States Air Force Marathon will take place on Sept. 15, 2007, at Wright-Patterson Air Force Base in Dayton, Ohio. One change to the marathon this year is the date and location of the five-kilometer race, will take place on the evening of Sept. 14. Air Force Authorizes New Medals
Airmen who served in a NATO unit for 30 continuous or accumulated days (or were wounded and evacuated) and were listed on a Combined Joint Statement of Requirements may be awarded either the NATO medal for Operation Eagle Assist, Operation Active Endeavor, International Security Assistance Force in Afghanistan or the Balkans. To update their medals in the Personnel Data System, Airmen must provide a source document, such as a certificate signed by the NATO secretary general, to their command support staff personnel. Specific eligibility and approval requirements are available by contacting base military or civilian personnel flights.
Air and Space Expeditionary Force Center Moves
The Air and Space Expeditionary Force Center will move personnel to the Air Force Personnel Center at Randolph Air Force Base, Texas. The AEF Center became a direct reporting unit of AFPC on Aug. 4, 2006. The move will take place over a period of 18 months and is expected to be complete by September 2008. Combining the AEF Center and AFPC synergized and focused operations by bringing together permanent authorizations, wartime requirements and assignments under a single commander. The new construct allows the Personnel Center to ensure war-fighting commanders in the field and combatant commander have the right Airmen at the right place at the right time.
