"to be permanently maintained as a National Home for Disabled Volunteer Soldiers," which includes all honorably discharged Veterans.
The National Home for Disabled Volunteer Soldiers," is to be maintained in perpetuity” on what is now known as the GLA VA West Los Angeles Campus.
